Many improvements and bug fixes

This update is fairly simple. 

• simply replace the old /core with the new /core
• Replace old Bearsampp.exe with the new Bearsampp.exe
• Copy your information from the header of Bearsampp.conf, replace it with the new one and then replace the header with your old information.
  
• Copy the \tools\powershell folder from the new bearsampp update to your install.
• remove \tools\consolez from your install

Important; you must run Bearsampp.exe as administrator, See the image below.

It's not mandatory but its suggested you run the prerequisite installer also.
